Rab Achah, the governor of the city [(Ketubot (Chapter 8, Mishnah 1) Rashi explains this is his title, and on page (22a) he did not explain anything)], and Rav Pinchas [(a typographical error as his name is not found, and in Yevamot (55a) the correction is Rabbi Tanchum)] the son of Rabbi Chiya, a man from the village of Akko [remove those who are captives], came before Rabbi Ami. He said, "A story was brought before Rabbi Yitzchak Nafcha in Antioch [(Eruvin (22b), Ketubot (Chapter 8, Mishnah 1) and Nafcha is not mentioned).
This halacha was brought before the sages in Usha in Bava Batra (146a) and Ketubot (22a) according to the explanation of the Bartenura when the Sanhedrin was there when they were exiled, and it requires investigation even though it is stated that when they were exiled to Usha a second time in the days of the father of Rabbi (see above regarding Rabbi Gamliel the Elder) how it was in the days of Rabbi Ami and Rabbi Yitzchak Nafcha].
