Elisha the one with wings is called so because it was decreed that he should not wear tefillin, and a certain official encountered him and said to him, "What is this in your hand?" He replied, "Wings of a dove," and it happened so by a miracle (Parashat Tuminim [Mishnah Taanit 49a]) and it is explained in the Talmud (Berakhot 70a). It appears that this was during the time of the Tanaim.
