Rabbi Ovadyah bar David (bar Ovadyah, so he signed at the beginning of the commentary on Kiddush HaChodesh) in Spain, made a commentary on Kiddush HaChodesh of the Rambam in the year 5085. And perhaps it is the commentary contained in the 5th of Hilchot De'ot, [(Shomer HaDat, section 61)]:
