In his days when David was king, there was a wise woman named Dido. She took animal skin and made parchment, and purchased from that day 22 plots of land, as much as she could surround with the parchment. And she cut the parchment into thin, long strips like a thin wick, until she took much land and began to establish a city and called it Kartini, after the name of that parchment. And in the end, there were many wealthy and wise people there, and they managed the city according to the counsel of the judges until the year 234 of the building of the Second Temple.

In the days of Shimon Chashmona'i, Paulus came upon them and made the city desolate. In Menachot [(page 110)]: "From Tyre and until Kartigni they know Israel and their Father in Heaven," etc. And in Yalkut Shmuel: "R' Adam - Kartigna," etc. In the manner that it appears that Kartigni was another [city] that came after the aforementioned [(Seder Hadoros 68, 2)].
